It's not really the method of creating the material that makes it electronic publishing. It's the method of disseminating the material. Just using a computer to create something does not make it electronic publishing. If that were the case, anything produced on an electric typewriter or printed on a press or a desktop printer that requires electricity to run could be called electronic publishing. However, publishing material in formats other than print (which is primarily Internet/Web and email) is electronic publishing. PDF and similar formats are also electronic publishing when the end-product (the PDF file) is intended primarily for on-screen viewing.
