Fonts with thick and thin strokes and embellishments can cause problems as well. WhatTheFont will often not see those very thin strokes and think that one letter is actually 2 or more individual characters. Having your sample at a large size (72-100 points are larger) can help. Of course if you are working with an image with small text, enlarging it too much can distort the text so that it becomes unrecognizable. Enlarge it as much as you can without becoming too jagged or pixelated.
This sample resulted in several possibilities but the closest matches were English 111 and Shelley Script.
