The Accuscribe frame is both decorative and useful. It ties in with the subject of the ad and helps it stand out (when seen on the same page with other small space ads). The holly border might be appropriate on a holiday flier but it would be wise not to use additional clip art or any other boxed text within the border.

People are often attracted to coupons or anything that looks like a coupon so a frame with dashed lines draws attention to the ad.

Subtle blocks of color create nice frames for text or graphics.

Use frames in moderation and with purpose. Before adding that second or third frame, box, or border consider alternative ways to group, set apart, or emphasize that information to avoid cluttered pages.
