I want to print and cut my own postcards for clients. I
am currently using pre-perfed postcards, but this is restrictive (as
to type of paper), looks cheap but is expensive. Using the usual
swing blade trimmer produces uneven results. What is better? What
about rotary cutters?

If you have enough space, a guillotine cutter is the best answer.
Second-hand ones which will cut 20-30 inches wide are available in
the range of $500-$1000. They are very heavy, and occupy a space of a
cube about 4 feet on a side. The smallest new cutter cuts a stack
about 1.5" high x 12" wide. It costs about $600, and occupies a space
about 2' cube. Rotary cutters are a bit better than lever cutters,
but one sheet at a time makes cutting rather slow. Rupert

If you are talking about those handheld rotary cutters I'd say no.
Can only do one, perhaps two sheets at a time and less reliable as
far as 'straight & even' than than the swing blade.
I'd take the cards to a quick copy center and have them use their
big heavy duty electric cutters -- those monsters that look like
guillotines. You'll pay per cut but it's not much and you'll get
better cuts, faster.
The swing blade paper cutters do great on very short cuts (right
near the top of the blade) but as you've noted, they are hard to get
even results from on longer cuts -- and slow going too.
