Use rules creatively with mug shots.

Combine mug shots with other elements. A heavy rule with a mug shot sitting on or hanging from the line can become a department head for a recurring section in a newsletter. Place mug shots to the left or right of column dividers to create little flags. Dangle pictures from a dotted or wavy line. Use rules of different lengths or sizes to create a pattern behind or around individual images.
