Does a Twist of Lime Work in This Brochure Makeover?

We're taking a brief break from revisiting some of our older business brochure makeovers. Instead, let's hear your critiques of one of the newest redesigns posted in the forum. In this makeover, Lauren chose to do white text on black with some bright lime green accents, plus lots of photos. Let's take a look:

I like the type treatment for the Confucius quotation. It looks a bit like falling water.

I like the row of photos across the bottom. However, the green rules under the heads bother me a bit. The first rules in each column meet to form a single line while the others don't. And the thickness creates too much of a barrier between the head and the text it accompanies. The rules work to frame the Confucius quotation, but elsewhere they seem to separate things that belong together. Perhaps thinner rules would be better? Or make the heads, bigger, bolder and set them down onto or overlapping the rules. What do you think?
