For quite awhile, especially since the use of consumer desktop publishing software has become so prevalent, designers have lamented the fact that "anybody and his brother" thinks they can do graphic design work. Some can. A whole lot more can't but just don't know it. Not only that, some businesses and clients have bought into the idea that all it takes is the right software -- actual design talent isn't necessary.
