I've never thought of New York as pastel, but two of The New Yorker covers in this Color + Design blog on Colors of the Top 20 Magazine Covers use a pastel color palette. It's a strong contrast to the Time, Life, and Esquire covers featuring bold, mostly black palettes -- although the blackest is a September 2001 cover for The New Yorker. Nothing pastel about that one.
